A Novel Idea . —One of the most remarkable documents that ever emanated from a
Government department is that which recently came from the Stationery Office warning publishers
and printers that there is no difference as to copyright between the publications of the
Governmerit A 4 / and */ of private individuals -1 . . This + * announcement has caused general surpriseperhaps
even amusement . The question is , : Are the Blue-books compiled and , to some extent ,
published at the expense of tax-payers public property ? The prevailing impression is
