Answers to these inquiries have been received from the Viceroy of India , approving
the proposals , with the exception of the clause at the end of the memorandum . Similar
replies were received from Canada , the Capo of Good Hope , Newfoundland , Natal , South
Australia , Victoria , Tasmania , New Zealand , Queensland , and New South Wales . In July
the answers were communicated to the British Minister at Berne , who , with Mr . J .
H . G . Bergne , of the Foreign Office , is to represent the United Kingdom at the
conference to be held at Berne in September .
