Salaries and Allowances to officers of the Corporation 150 111 7 . Corporate Buildings 59 3 0 8 . Miscellaneous Expences 85 11 9
Total £ 2769 11 8 The Conncil resolved itself into Committee , Alderman Goodman in the chair , and the report was read and considered . No dipcusrion took place in any of the items , and the Council resumed ; after which the report was unanimously adopted , and the various bills and expenses were ordered to be paid . Alderman Torn * next moved— That a Watch Rate , not exceeding 6 d . in the Pound , for raising the sum of £ 5 , 565 17 sM to be laid on all property within the Town of Leeds , in the Borough of Leeds , and within one mile of tbe Bars of the said Town of Leeds , for carrying into effect within the said Borough the provisions of the statutes in that case made and provided "
Some discussion took place on a complaint made by Mr . Stbotheb , mdA supported by Mr . Joseph Cuff , Mr . Lister , Mr . Famur , and Mr . Bowk * , that tbe Out-townships were rated for the maintenance of the police , withont receiving any corresponding benefit , but it led to no result . The proposition was thes carried . Aid . ToTriB also moved— " That a Watch Raie for raising the sum of £ 307 4 s . be levied on all property within that part of the Township of Hunslet , which is beyond the limit * of one mile from the Bars of the Town of Leeds , in the Borough of Leeds , for carrying into effect within the said Borough , the provisions of the statutes in that ease made and provided . " This was also carried . Both Rates are to be laid upon the aew valu ation .
On the motion of Mr . Aid . Lrccoot , seconded by Aid . Goodmax , it w » g resolved— * That pursuant to tbestatute of 1 Vic _ , cap , 19 , passed 30 th Juae , 1837 , power be given to the Recorder to appoint a Deputy or Assistant Recorder . " Mr . Sktxtos proposed the following to be elected as tbe Trustees of the Water Works Company : — Aldermen Goodman , Maclea , and Oates ; Councillors Howard , J . R . Atkinson , Arthington , Sellers , Newsom , and Strother . —Agreed to . . On the motion of Alderman Lrccocx , it was referred to the Valuation Committee to inquire , and without delay report to the Council , whether any and what part of the township or hamlet of Cookridge is within tbe borough of Leeds .
The next notice was : — " It will bo proposed , that in accordance with the recommendation of the Finance Committee aad tbe Coroner , the table of fee * aad d : sbursements payable by the Coroner on the holding of inquests witbia tae borough of Leeds , be altered according to a schedule which will be produced before 1 he Council . " Alderman Tornx produced a table of fees proposed by the Finance Committee ; but as bo had the day before received a table drawn up by the Coronet ( Mr . Blackburn ) himself , Wcoggested that the entry on the notice paper should be dropped , until the Finance Comaiiuee bad aa opportunity of comparing the two tables and seeing which was the iBOtt equitable and would be of the greatest advantage to the Borough if adopted . The sui ^ estion was acceded to by the Council , and the notice was dropped .
Alderman Toms brought forward a statement from the Finance Committee , on the subject ot tae » eeouau of disbursements for special constables , ic . in the month of August last . Tbe report was to the effect that the accounts had been referred to tbe Finance Committee , by aa order of the Coancil made on the 5 » h of April last , and that they had examined them aad found them to be reasonable and correct . ordered that the Gaol Committee pay , out of the Gool Tate , Mrs . Hannah Walker the amount of tae purchase noney , oa tbe 1 st of Jaae next , or vaca other day as they think proper . Mr . CkWooD proposed— " Thai the Market Committee be empowered by the CouseSL . to make reasonable offers to the owners of the teneaseats required for talarging the Kirkgaie Market , for the purchase cf iheir respective tenements , regard being had to the amount of the valuations of Mr . Child and Mr . LOCSWOOD . —This town has of late been all bustle and exoitemeat , as the following will shew . Oa Thursday , the 20 th of April , a meeting of the ratepayers was held for tbe purpose of passing the accounts of the overseers of the highways , S . Hill , grocer , and James Wrigley , farmer . The accounts of Mr . Hill were not objected to , but those of Mr . Wrigley appeared to be very unsatisfactory , and a motion was made and carried that some one should go and oppose them before the magistrates . This was done , and the magistrates refused to sign them , and , consequently , another meeting was held , w hen a committee was appointed for the purpose of examining his books , and on Friday last » further meeting was held for the purpose of hearing the result of the
committee ' s investigation , of which the following is an outline . Mr . T . Crossland , manufacturer , was called to the chair . Mr . Crossland read over the report of the committee ' s investigation , from which it appeared that on looking orer the books of Mr . Wrigley they found aD eutry of William Making breaking fifty-four loads of stones , and on being examined , he declared he had only broken eighteen . There was also an account of fourteen days' work to William Making , and he declared he had neither worked a day nor received a days' wage . John Wrigley , uncle to the surveyor , is stated as having
maae lull time during the whole year , with the exception of fourteen days , and during those fourteen days he contracted for and broke twenty loads of stonas at sixpence per load . Other Bums equally erroneous wtre discovered ; Before the latter meeting Mr . Wrigley waited on the committee and offered to throw off £ 17 , but this the committee very properly refused , and on Friday , with the consent of the ratepayers , they agreed to throw off £ 35 , which offer he gladly took . A vote of thanks was given to the committee , and a separate vote was given to Mr . John Abbey , and also to the chairman , for his impartial conduct in the chair .
SHEFFIELD . —Poos Law Tyrasnt . —Public attention was called to a circular issued by the Poor Law Guardians , and published in the Star , dated February 11 th , in which the Sheffield manufacturers were requested to make a division of their labour . On a deputation of the Associated Trades waiting upon Mr G . Crossland , that circular was promised to be withdrawn , and not to be acted upon ; and yet , in violation of such promises , the following circular has been put into the hands of several of the able-bodied poor , who have been obliged to call upon all the master manufacturers , and solicit employment at their own trades , for the scanty pittance allowed to them by the parish . BRADFORD -SoiciDK .-On Monday last , between six and seven o ' clock ia the morning , a shoemaker of the name of Pollard , put an end to his existence by cutting his throat with one of the knives used in his occupation of shoemaking . His wife went to the next house on an errand , and was only absent a few minutes , and , on her return , she missed her husband , and knowing he did not leave the house , she entered the cellar where she found him with his throat cut in a shocking manner . Assistance was immediately procured , but the wound was of such a nature , as to render all attempts at stopping the blood useless , and he died in a few minutes after being discovered . An inquest was held on the body , and a verdict of " temporary insanity" returned .
Milk Monopoly . —Several meetings have been held , in the snburbs of Bradford , during the week , and resolutions passed , condemning the high price of milk , and calling on the inhabitants to pay no more than three-halfpence per quart during the summer months . On Wednesday evening a public meeting was held , near the Toll Bar , Manchester-road , on the milk monopoly . The following resolutions were unanimously adopted— " That ia the opinion of this meeting , two-peuce per quart 13 more than the
present state of the labourer's wages wages will allow him to pay , and we consider three half-pence per quart a sufficient price ; we therefore pledge ourselves to purchase new milk at that price and no more . "w That a public meeting be held 011 Monday next , at twelve o ' clock at noon , to commence at that time to strike against paying twopence per quart for milk . " — " That a committee of seven persons be appointed to carry the foregoing resolutions into effect . " The meeting was then adjourned to Monday at twelve o ' clock at noon .
NOTTINGHAM . The Frame Wokk Knittkk 3 . —Tnese ill-used operatives have lately seat a petition to the House of Commons , praying for a Committee to inquire into the following allegations : — 1 st . Aa to the present low rate of wages given for making hosiery , and the causes of such depression , and to provide a remedy . 2 nd . A 3 to the consequences of the fraudulent making of hosiery , by the want of fashion and other frauds ; and such hose being made three , four , or five at once , aad to restrain such practices . 3 rd . To enquire into the enormous exactions of frame-rent , and other oppressive charges , especially fall rent when full employment u not given ; and to limit the rate of frame-rent , upon the same principle that usury is restricted .
4 th . And we farther pray your Honourable House to prohibit foreign hosiery being imported into these realms , until foreign statewMtt allow the importation of English hosiery . W ^ 5 th . And we also pray your Honourable House to increase the punishment for paying by truck , by imprisonment ; and to enact a better method of enforcing the law , by putting it on the same footing with other misdemeanors , as a felony . b *; h . And we further pray your Honourable House to require the ho iers aud manufacturers Ut deliver out tickets with their work , as to the price given and the quantity of work required ; and making it penal for master stockingers or bagmen , taking out hosiery to manufacture , not showing their journeymen such tickets , when they deliver the material to them to work .

And whereas a Charter was granted for tbe protection of the framework-knitters of these realms , in tbe year 1663 ; but as of late years uo notice has been taken thereof , we , your pensioners , pray your Honourable Hoase to revive those protections ; and , if found insufficient for our protection , we further pray 8 th . And humbly implore your Honourable House to enact a law empoweriug the Crown to appoint a comniis-ion , in cases of dispute between the employers and the employed , in the manufacturing district ? , to fix and regulate wages , aud to make general reflations , for the guidance of masters and workpeople , subject to the revision of the Privy Council . One of "Rebeccas Daughters . "—On Monday evening last , Mr . Van Ambur ^ h ' s elephant left Aylesbury on foot , on its route to Ameraham . On arriving at Missenden turnpike , the gate-keeper closed the gate against the elephant , and refused to let it pass , ia consequence of the keeper refusing to pay more toll for the elephant than was demanded for a horse . an adjourned Special General Meeting of the Shareholders in this Society , held at tha Philosophical Hall , Park Row , Leeds , on Friday the 12 th Day of May Instant , WILLIAM SMITH , Esq ., Alderman , in the Chair , the following Report , presented by the Council , was rea < l : —
REPORT . The Coancil beg to report to the Share holders of the Leeds Botanical and Zoological Gardens , that since the last Meeting of tbe Proprieiors they have been endeavouring to secure such a subscription to defray the Interest on the Debt for three years , as would allow the whole of the ordinary Rt-ceipts of the Garden , including the Annual Suo-criptions , to be appropriated to the current Expenditure . They hare the satisfaction to state , that the whole of the parties to whom the Gardens arc indebted havo
very handsomely agreed to reduce the rate of Interest oo " -he re .-pective Sum 3 owing to them ; and also that several Gentlemen have generoas ' y come forward and subscribed such Sums , for Three Years , as will , with the sums further expected to be sub ^ ribed , relieve the Gardens of ail Interest on the Debt for that period . Relying , therefore , that the nsual Annual Subscriptions , and tbe Receipt at the Doors , wiii defray tha current Expenditure , the Council recommend to the Proprietors not to dispose of the Gardens at
present-The Council now beg earnestly to urge , both on the Proprietors and the Inhabitants of Leeds , thai tbey should second the liberality of the Gentlemen who have subscribed to pay the interest of the Debt , by procuring Subscriptions , or by subscribing themselves ; and by Proprietor ? , holding a certain number of Shares , not giving Free Orders of Admission . Without a considerable Bam 19 raised by Annnal Subscriptions , there delightful Gardens , inferior to none in the Kingdom , will bare to be closed .
The Coancil beg to assure the Public thst eretj « xertion will be made to render the Gardens attractive ; not only by keeping them in a high state of cultivation , but also by having , from time to time , each rational exhibitions of Fire Works , Sec , as they feel convinced will afford to the Public the highest gratification . Arrangements will also be immediately made to commence the Wednesday ' s lromenade . The Council , in conclusion , pleage themselves to the Proprietors , to exercise the strictest economy ; and in order to secure this , a Committee of a limited number of Gentlemen will meet every Friday fortnight , to ch-rck and pay ihe expense of the preceding , aad prescribe that of the eucceeding fortnight .
It will alto be proposed to allow the Public admittance to the Gardens , on one day in the week , at Two-peuce each for Adults , and Oae Pennj each for Children . The following Resolutions vrere then agreed to : — That the Report of the Coancil be received aad adopted . Moved by Hatton Sta * sfeld , Esq . ; Seconded by Kob&bt Pabkisson , Esq . That the Gardens be not sold for three years , provided that the future Expenditure in carrying them on , ( independent of the Interest of the Debt ) does not in any one year exceed the Income , Moved by Edward Bosd , Esq . ; Seconded by Edwix Birch all , £ mj .
That the Council have power to secure the Debts due from the Society to Messrs . William Williams Brown aad Co ., Mr . Marshall , and Mr . Eddison , either by Mortgage or deposit of Tula Dsedg , or ia . tech other manner as they sbail deem advisable .
