Morgan reported that they had seen that gentleman , and that the request of the Conference respecting the documents had been complied with , but as some of them would take some time to copy , he would not be able to send them till the afternoon . On a motion of Messrs . Lovett and O'Connor , the report -was received as satisfactory . The discussion on the preamble of the People ' s Charter -was then resumed , and the whole agreed to ; aleo the qualification for the Suffrage in connection with Mi . Parry ' s amendment The Conference then tdjourned . EVENING SITTING—DEC . 29 ZH , 1842 . Tbe section of the People ' s Charter , entitled Electoral Districts -was then read , and proposed clause after clause . On the lbt clause , Mr . Smith proposed , and Mr . il'Gartney

It is therefore the opinion of this Conference that the Complete Suffrage Union ought , in the first instance , to have avowed their intention ; and that by doe doieg so , they have evinced a want of good faith aud honest purpose . After some dweuvsion Mr . Roberts contented to withdraw the offensive part of the resolution ; on which Mr . Lovett and Mr . Colquhcuo withdrew their amendments , and the -words wast of " honest purpose" being erated , and the words good tasie" substituted for " good faith , " the re&o ' ut ' on was cauied by a large majority . The Conference Ihen resolved itself into a Committee for considering tbe remainder of the Peop ' e ' a Charter The section entitled ABaAKGEMENT FOB NosilnaTIOXs was then read and propowd . On the Second Chute , ( in the form of Nomination , ) Mr . Brown proposed , and Mr . Humphrey teconded , " that the woida' being qualified to be an elector according to the provitiioDs of this Act , ' be substituted for the last dauLe of it "
On wbich , Mr . Solly proposed , and Mr . Colquhoun teconded , " that tbe words ' provided he be qualified to be an elector , with the exception of residence' be added . " This was subsequently witbd awn and Mr . Brown ' s amendment agreed to . The word " candidate" for member wm substituted in the fifth clause , and the words " after that date , " substituted for tbe word otherwise . On the 11 th clause , Mr . Morrison proposed , and Mr . M'Cartney seconded , fie following : — Tiiat no other qualification shall be required tbaa the choice of electors , according to the provisions of this Act . provided that no persons , excepting tbe Cabinet jBinisteiB , be eligible to serve in the Commons House of Parliament , who are in the receipt of any emolument derivable from any place or places , held under Government , or of retired allowances arising therefrom . '

In clause 4 th , the words two " or more " parishes were added . In clause 11 th , "' every year , " was snistitnted for every three years . The Section entitled Duration of Parliament was read and agreed to with a slight amendment in clause l » t , substituting the words " aball" be chosen for "is tot 3 chosen . " The Section entitled Patkent of Membebs was r greed to , excepting that the sum wasleft blank , after a resolution by Messrs . Mead and Adams , " that tbe members receive tbtsir pay a quarter in advance , " and an amendment by Messrs . Daffy and Murray , " that they may if reqnired receive their salaries monthly " had been both lost .
The Section entitled Resignations and Deaths WTis agreed to without alteration . The Section _ eutitled Penalties was than read and proposed . On the 2 ndclauw Mr . M'Donald proposed the insertion of the words " one pound for every name omitted , " which w » s agreed to . Mr . Maynard then proposed and Mr . Kidd seconded , 11 that for the second offence there be twelve months imprisonment . " This was lost . Mr . Tbomason proposed and Mr . llason seconded , - ' that for the second offence be incur tbe jwnalty of tbree months imprisonment and be deprived of his elective right for three years . " This was agreed to . On the 3 rd elause , Mr . O'Connor proposed and Mr . Colquhoun seconded , " that tbe penalty for the second offence be the 8 am e as in the clause amended . The 4 th clause was amended bs follows , for the first offence , " three" months imprisonment , for the second offence , " three months and be deprived of his elective rights for three years . " On the 5 th clause , Mr . Wilson proposed aud Mr . Clark seconded , " that it be six months for the sece d offence and the deprivation of rights for three years . Aud , whereas , the Commons' House of Parliament sow exercises , in tbe name and on tbe suppose 1 bebalf of the people , tbe power of makii'g the Jaws , it ought , in order to fuiai with wisdom and with bxuesty the great duties imposed on it , to ba made the faithful and accurate representation of the people ' s wishes , feelings , and interests . Be it therefore enacted , That from and after the passing of tb ' s Act , every male inhabitant of these realms be entitled to vote for the election of a Member of Parliament ; subjest ; however , to tbe following conditions : — 1 . That he fca a native of these realms , or a foreigner who has lived in this country upwards of two years , and been naturalised . 2- T !< at he be twenty-one years of age .
3 . That he be not proved insane when the lists of voters are revised . 4 . That he be not undergoing the sentence of the laws at the time when called upon to exercise ihe electoral rights , 5 . Tbat his electoral rights be not suspended for bribery at elections , or for personation , er for forgery of election certificates , according to the pensldts of this Act
ELECTORAL DISTRICTS . 7 . Be it enacted , that for the puipose of obtaining an eqaal representation of the people in fch « Commons ' Honse of Parliament , the Uoitsd Kingdom be divided into 300 electoral districts . * II . That each such distvict contain , as nearly pi may be , an equal number of inhabitants . III . That the number of inhabitants be taken ftom the last census , and as soon as possible after the next ensuing decennial census Bhall tove been taken , tbe electoral districts be made to conform thereto . IV . Tbat each electoral district be named after tbe principal city or borough within its Umits . Y . That each electoral district ret urn one representative to sit in the Commons' Honse of Parliament
VI . That the Secretary ef Stete for the Home Department shall appoint three competent persons as commissioners , and as many sub-commissioners a * may be necessary fox settling trie boundaries of each of the 300 electoral districts , and so on from time to time , whenever a new deeennirj census of the people be token . That no other qualiScation shall be reqp ' red than the choice of the electors according to the provision ofiMsact , providinat&at no person , exceplirj thi Cabinti Ministers , be eligible to serve in the Commons House ef Parliament who are in the receipt of any emvlummt derivable from , any place or places held under Government , or of retired allowances arising therefrom .
