Thomas Begg , Secscdcd by John Dunlop , E .-q ., " 1 . —Tbat this Conference convened in conformity with a resolution pasced at the first Complete Suffrage Confeience , held at Birmingham , April 5 h—8 th , 1842 , and having for it s paiamount object the consideration of the necessary details of a bill embodying the
principles then agreed upon , viz;—The extension of the Suffrage to all mile adults , not deprived of tbe rights of cit ^ enship by a verdict of a jury of their countryman—vote by ballot—equal electoral districts—abolition of a property qualification for members of Parliament—payment of members for their services—and annual Parliaments ;—do now declare its adoption of these principles ; pledges itself to employ auch means only for obtaining the legislative recognition of them as are of a strictly just , peaceful , legal , and constitutional character ; and will forthwith proceed to fulfil the mishion with which it has been entrusted , resolved t * t support its Chairman in preventing the introduction of any proposition not in accordance therewith .
" 2 . —That as this Conference will resist tbe introduction of any topic not obviously relevant to its main design , so it also disclaims all interference with existing organisations , recognising as its paramount duty , the arriving . If possible , at a cordial a « rtement in reference to the object towards which peaceful agitation may be , directed . " 3—That this Conference , agreeab'e to resolution 17 , passed at the first Conference , is prepared to receive and to consider all tiocume ts which may ba laid 1 fore it , and which may be supposed to contain an embodiment of the necessary details for working out tbe principles already recognised .
" 4—Tbat the documents so to be presented to this Conference , be taken into consideration at the opeci g of our next Session , by a Committee consisting of the whole body of the delegates ; and tbat the Committee be instructed to observe the following rules : —1 . That tbe bill to be presented by the Conncil of tbe ' National Complete Suffrage Union , ' be taken as tbe basis of discussion . 2 . That each clause as it is read shall be considered pari passu , with the correlative clauses of tbe other documents . 3 . Tbatall amendments be handed up to tbe Chairman in writing . "
On the above resolution being proposed and seconded , Mr . Lovett rose aDd earnestly impressed on Mr . Beggs and the gentlemen of the Complete Suffrage Union , tbat for the sake of promoting our great object , for the sake of union and sood feeling , they should substitute in the 4 th Resolution the words " That the document entitled the People ' s Charter be taken as ihe basis of discussion '' in place of tbe words of the K solution " That the Bill to be presented by the Conncil of the National Complete Suffrage Union be taken as the basis of discussion . " Mr . Lovett having given bis reasons for the People ' s Charter being taken as tbe basis of discussiori i said tbat he should wait for Mr . Beggs ' s answer previous to proposing any amendment on the subject Mr . O'Connor made some lengthened observations coinciding with Mr . Lovett ' s view of the question .
it being , however , near tbe time of a- juurnraent , Mr . Lovett said he thought , In justice to Mr . Beggs , who ought to be allowed some time to consult with his friends previous to answering the question , it would be well to adjourn till the next morning . He accordingly moved and Mr . O'Connor seconded , " That we now adjourn , " which was agreed to unanimously .
WEDNESDAY MORNING SITTING . DSC . 28 , 1842 . Joseph Stnrge , Esq . in the Chair . Mr . Roberts , on the part of the Election Committee , reported tbat they had decided on the disputed election for Worcester by admitting all the delegates . The Secretary read the minutes cf tbe last meeting , which were unanimously confirmed . Mr . Lovett then resumed ihe adjourned debate by asking Mr . Beggs whether be was willing to content to his proposal , which being answered in tbe negative , he moved the following amendment , wh ' ch wa 9 seconded by Mr . O Connor : —
" Tbat the document entitled the People ' s Charter , embracing , n it does , all the essential details « f just and equal representation , couched in p ; ain and denDite language , capable of being understood and appreciated by tbe great mass of the people for whose government and guidance » H laws ought to be written ; and that measure having been before the public for the last five years , forming the basis of the pre&eut agitation in favour of the Suffrage , and for seeking to secure the legal enpjtmeht of which vast nembers have suffered imprisonment , transportation , and death , it bos , in the opinion of this meeting , a prior claim over all other documen proposing to , embrace the principles of just representation ; it is therefore resolved , tbat we proceed to discuss the different sections of the People ' s Charter , in order to ascertain whether any improvements can be made in it , and what those improvements shall be ; it being necessary to make that document as clear and perfect as possible . " Second amendment thereon .
Mr . Robert Sotners moved , and Mr . William Broo ' e seconded : — "Tbat neither of the Bills now proposed betaken priorly as the basis of discussion ; but that both Bills , as well as , all other Bills of a similar description , 13 laid upon the table , and tbat the correlative clauses of all these Bills be read , aud defended , and BubtmlMd to the meeting . " Third amendment thereon . rUv . Pi Brewster moved , and Mr . Johnston seconded . "That tbe bin which this Conference is ^ et toconsider and discuss being founded upon the People ' s Charter , and actually embodying tho principles , it is not expedient nor necessary to discuss any other dooumeDt except in connection 'with the bill , until we have disposed of the bill itself submitted for our consideration "
WEDNESDAY AFTERNOON SITTING . Joseph Sturge Esq ., in the chair . Mr . Roberts , on the part of the Election Committee , reported that the Committes bad decided that the four gentlemen choeeu at the pubic meeting at Newcastle were duly elected , and the gentlemen chosen by a poll of the inhabitants were not duly elected , bat the Committee recommend that the latter gentlemen be allowed to sit and speak in tbe Conference , but not to vote . This report of the Committee was ' -received and adopted . Mr . Thomas Cooper opened the ad journed debate . Dr . Glover moved a third amendment , which wr-s not seconded .
Previous to tbe vote being taken , Mr . Lovett stated that , in bis anxiety for union , he had made the following propositions to tbe leading members of the Complete Suffrage Union : —That both the propositions for priority shouid be withdrawn . That the two documents ( tbe People ' s Charter , and the Bill as prepared by the Council ) should belaid on the table . That the clauses of the two documents should be read and discussed alternately . That thus haying extracted all that was valuable in both , and formed a Bill , that this Bill should go forth to the country without any other title than " A Bill to provide for the just representation of the People . ' But he ( Mr . Lovett ; regretted to say , that this reasonable proposal -was not ascf eded to , those gentlemen ratber wishing that the motion and amendments should go to tbe vote .

MINUTES OF PROCEEDINGS OF A CONFERENCE OF DELEGATES , Elected by lt * e People of England , Scot ' and , and Wales , at Public Open Mescings , and hold en io the Saloon of the Mechanics' Institution , New Hall-Street , Birmingham , on tbe 27 ib , 28 th , 29 th , and 30 th December , 3 842 , to consider on tke essential details of a Bill to be submitted to Parliament , to cecore tbe just Representation of the whole male adult population ; and to determine on such peaceful , legal , and consttlulional weans , as may cam , e it to become the law of these Realms .
