_^ _GEs-rLEMEsr ,--The Central Committee have been imperatively called upon ( in consequence of the Manchester silk pickers' and weavers * strike , and many ot her heavy claims which are daily being made upon them for support ) not only to request most earnestly that the Trades forming the Association will pay . up the amount , due from their respective trades to its funds , up fo the present time forthwith , but to make an extra levy of two-pence in the pound , _in-order to meet these increased and increasing demands . The . said levy' to continue for six weeks , commencing' the 1 st of December .

To . guMd the trades from _enror , and . as far as possible maintain * uniformity of opinion upon the meaning of the laws , -tbe Central Committee , in honour to them _, selves , and In ' unties to the Association , to explain the spirit asd original intention of certain rales , confirmed by their general practise , when _e-ifih rules are called Into operation ; and for want of due attention on the pert cf trades many difficulties and considerable unpleasantness has been experienced . Tbe rule to which wo will first advert to is , tb ? first resolution of the Manchester Conference , andco _tifittaed by the Birmingham ' Conference , ' Page 9 , where it states , —' _ThateschtradeBballbeloDg ' to the association sir months before eligible to rio _^ ive support . ' Now the object of this rula is that trades
joining the association must bo sue montns member * _,, both in point of time and payments , before tbey can have the'slightest claim upon the association for support , not even for any grievance that may occur during * the term of their probation . For" as " the _Jala : does not allow the Central Committee to take up any case where the trade has not beea six months In the association , so does it not allow them to render _peoitniary aid to a trade ia resisting the aggressions of capitalists at the time tho sit month 6 expires ; and as the trade only becomes eligible to benefit atthe termination of sis dear _moBths , it can only have a legal claim for protection ngainst aggressions attempted from tho date oftheir elfelbilitv .
Now the view taken by some trades bodies Is , that any infringement upbu their , prices that may have transpired during their six months' probation , the Central C jmmittee is bound to tate iip their _caso , and that if they strike and eupport thtmselres until tho expiration of their probationary term ; tbat then , they hare a legitimate claim for full aliment , and if not rewarded they Immediately denounce the association as incompetent to grapple with the difficulties of their trade . Now , the Central Commute unhesitatingly pronounce this to be an unqualifled misconstruction of the rule ; and that if such a course is tolerated , would subvert tne principles ofthe union , and the association , would be unable to sustain the demands thus made upon its funds for three months .
To show the injustice of such an explication ofthe rule , it is only necessary to advert to the great disparity between the amount of levies paid into the association , and the amount of weekly strike pay allowed according to scale page 7 , rule 23 ; from which you will perceive t ~ - That the principle of levying the trades be at the rate of 3 d ia the pound per werit upon _thsir average earnirgs . ' This is the rate of payment , and to seo the contrast we take a trade at the average wages oflOs . per week ; ths amount of levy would be one penny per w-ek , _for-rnencepermoHth _, or thirteen pence per quarter , and for the entire term of probation two _sbtliiDge and two-pence ;

while one week ' s strike pay would be seven _uni'linga and _sixpence , or twenty-one months ' . 'weekly lories . Now ,, ! the rule in question admits of , trades coming upon the association for pecuniary sipport as aoon as their six months' probation expires , where are the requisite funds to support them to come from ! Where must we recruit our . resources from ? and if we had the . wealth of the Bank of England at our command , would hot the adoption of _tuch a principle soon drain us-to the last f artMBg ! We trust , however , that the trades will ' take a more rational and common sense view ofthis question , and not give rise to any unnecessary disputes , that . only terminate in an unpleasantness .
_lntaklng this view of tho rule , the Central Committee do not wish lt tobe understood that tbey will not endeavour to prevent reductions offered to _trad »» , ' ( not al ** . months members , ) by every means in their power . Jn many Instances they have by meditation effected . the withdrawal of serious reductions ; and procured considerable advances in the prices of others , by bringing to bear on their _behalfthemoral power of the association . This they have done , and are prepared to do the same again , when called upon , to the utmost oftheir power , but they cannot go , in any _casa that occurs , before tho trades have been six months _clsar paying bodies . '
- Another law that has girenrlseto no small amount of _uBpleasantcest , is , the 9 ih resolution 0 ! the Birmingham Conference , * which rsquires , — ' That Individuals joining a trade * ' society , ' who . are more'than _sixr months members " " shall' be _psjiilg memberB _; three month- In reference before they are free _, the error into whieh tome trades havo fallen to this rule is , tbatifja small portion of a trade have been ¦* six months members , ' the other portion , even to an indefinite extent ; will become free , eligible members in ' three months . Again , the resolution in question doss not apply to trades' who hare not completed their probation ; and individuals j . lining a trade' that'is not free , must be connected with the Association six mouths from the date of their entry , before they become entitled to bens . _; fit .
