The subscriptions have not been what they ought to be under the circumstances , but as yet little time has been afforded . Many promises have been made , and from the reports in to-day ' s Star , more may be expected . We stated , in a previous paper , that this war is riot merely oh the question of wages , but one which involved the great principle of combination . The masters most assuredly discover the strength and force of a national combination , and more particularly when that league or combination is carried on without disorder , or an infringement of the statute law . It is in fear of the moral force of the
association , and not its pecuniary , because if they had the resources of the Bank of England , in times of general depression , the Association could render no effective service to the various bodies , but it is by their united efforts , their means of ascertaining the real position of every trade , that enables them to watch with minuteness the most favourable time to assist any body of men , who are struggling for their rights and a just reward for their labour . The governments of all nations centralise their forces _, and act . according to _circumstaaces ; they do not run headlong into treaties , or war with countries : They take time , the great _prover of events . This Association is one for centralising the power of tlie
associated trades , not for hnsbanuirig its resources one year , and spending it in useless and unproductive strikes the next , but to make the funds doubly available by employment , thereby making them reproductive ; But we said the dispute-at Holytown lay deeper than wages , that a blow was struck at the principle of confederation—a blow intended to reduce the working classes to worse"than Russian serfdom , if not crippled by the united efforts of an independent people . Tliey may unite to pay what they please for their labour , and the law allows the working , classes to unite and demand what they , please for their labour , but no intimidation or threats must be held out , and we caution
he miners to beware of any unnecessary excitement —not to allow themselves to be drawn into any conspiracy or overt ' , or to threaten , intimidate , or use any language which may le construed to mean , & c , but to allow every man free access to the pits , without molestation or hindrance ; but you may advise with him on the question at issue , and persuade him to cease labour , but not tell him if he does not he will be liable , & c . That ' would be wrong—lhat would be intimidation , for which you would be liable to imprisonment . We entreat you to abide l > y the law , and we again entreat the members of all
societies to assist these men , to the best of their abilities . The cause of the miners is the cause of the people ; for while you uphold their interests , you are upholding your own , and should you allow them to suffer you must expect-to suffer in return . Fathers , we appeal to you , on behalf of the sons of others ; mothers , we implore yon to give relief ; children , give what you can , spare for those who have to wander tiie fields by d * y , and crave a covering place at night . In another part of the paper will be found the amounts sabscribed , and by whom , which has been transmitted to the mines of Holytown .
EMPLOYMENT ASSOCIATION , The principle of this Association does not appear to be eafliciently understood to demand the attention necessary for its full development . - Its rules and regulations have not been read to be appreciated by the masses , otherwise ihey would lie more attentive and more assiduous to their own interests , by _self-employment . The preamble of this branch is sufficient to show the iaefficacyof the old system of improving the condition of the working classes . Self-employment is the grand principle of relief ; by this means alone can the working classes of any country relieve themselves from the iron grasp of capital , aad place their families in a proper sphere of society . But for tlte further elucidation of this Society , or Joint-stock Company , we insert the preamble to Us laws , ami will take the earliest opportunity of bringing thqp before the public . "

_PREAMBLE TO THE LAWS FOR TUE EMPLOYMENT OF LABOUR IN AaRICULTURE AND MANUFACTURE . Tbe ineffieacy of the methods neretofore adopted by the industrious classes for the protection and maintenance of their'iuteres _. ts _, and the improvement of thencondition , has induced deep and wide-spread inquiry into the cause of the failure of tbe plans hitherto tried , It would , perhaps , be assuming too much to assert , that such inquiries have detected all the latent causes of evil which operate on the producers of wealth , and render them helplessly dependent on tho _poisesiors of capital for wages and subsistence ; but a conviction has . taken strong hold of the ' _woririag-classes that- the sufferings of their class are aggravated , if not caused , by idtense com . petition , 'by'the increase of mechanical and other scientific productive powers , and the consequent displacement of skilled and other labour bv automaton workers . . 1
For this state of things many of . the most intelligent workmen perceive no other efficient remedy than the institution of measures wbich relieve the labour market ofthe surplus labour , by setting the unemployed members of the various trades to v . oik , put of funds contributed by themselves _. Notwithstanding many thousand of pounds have been spent ' on strikes , the condition ofthe producing classes presents but too man ; palpable evidences ot deterioration ; of subjection to _evils—inoreaied—increasing , and wbich ought to bs diminished . Fast experience emphatically proves the inadequacy of the method !
previously employed to ward off these evils ; and it is at least no very fanciful deduction from that experience to say , that the capital hitherto eipeuded ineffectively , if employed in the purchme of land , the erection of dwellings and workshops , the purchase of raw materials for manufacturing and handicraft purposes , and the employment of the unemployed members of the trades iu these estsblishments , would remove , if not aU , some of the evils universally complained of , and be a more ra _tlonal , as well as a more reproductive method of using the funds so collected for improving ths position of _lahoiir .
Fully to achieve the objeots here indicated would require union and organisation among tbo various classes and sections of producers , which , it is to be feared , is not attainable atthe present mument . Time must be given for new opinions to ripen ; aud , inthe _meantiime , thoBe wbo are most deeply imbued with them , and have tbe greatest faith in thoir efficacy , must take the position of pioneers , aud by practice , on as large a _seale as their means will permit , lead tke way to a more extensive and more efficient application of sound principles of uncial amelioration .
It is with these views that tbe present Association is formed . It is an experiment to try how far the working classes are prepared to act upon the opinions now so prevalent amongst tbem , and to clear ths way for those moro extensive , complicated , andceRtralised operations _tvbicb must precede tho entire emancipation oflabour . If it succeeds , it will lay a solid foundation for other and moro comprehensive measures , and in the constitution which follows , powers have been taken of an expanding character to meet possible _contingencies , 1 . The purchase or rental of lands whereon to locate and employ the surplus' labour ofthe Association , in such nunner as shall bo most conducive to tbeir _OTfn wolfare and that of tbe Association . 2 . The erection or rental of buildings for domestic , industrial , and commercial purposes , in such localities as may be best Buited for these respective objects , and the promotion of the general interests of the Association .
3 . Tho application of these lands and buildings so as to meet tbo corporate aod individual requirements ot tbe Association . 1 . To afford to trades in their corporate capacity the power or leasing in perpetuity , or of purhasing in feo . _tjitnple _, such lands und buildings belonging to the Association as they may require for the location and _employment of their surplus members - , and also the power of investing tlieir funds with the Association by way of loan or mortgage on any of the property of tho Association , 2 . LEiCBSTEn . —A public meeting , has been held here , in favour of the miners , which was addressed by ; Mr ., Buckby , and others . Mr . B . delivered ft very powerful address , dilating wjth much force and energy on the tyranny of masters and the duties of men . A very important meeting of the Strong Shoe Men ' s Society , of the City of London , was held on Monday evening , August 30 th , at which the following resolution was agreed to i' That in order to assist the central Committee , in the matter of tlie Holytown miners , this meeting do hereby agree to pay one month ' s levy in advance , in addition to the levy due , ' ( Signed ) James Hol » _lowdav . On Tuesday evening , August 24 th , Mr . Hurn > _pliries attended a meeting at Leek , the room being crowded to excess ; the passage and committeeroom were full , ' the stairs wereJined , and great numbers stood outside , unable to get admittance . Mr . GAJ & _EjtMas called to the Chair , who having opened _wRKfpess of the meeting introduced Mr . H . _toijpfess the meeting . The speaker very briefly recapitulated the substance of his two previous addresses , and expatiated at large _spon the practical working , and beneficial tendency of the National Assocjatipn of United Trades . The speaker then drew the attention of the operatives of Leek to the case of tbe Holytown miners , and showed them the absolute necessity of every working man and woman of Leek assisting the central Committee to give the poor miners support , to enable thera effectually to
resist the infamous document presented to them . That if the men were not promptly supported by the trades of this country , the consequence would be the milters would he compelled to surrender themselves victims to the cupidity and injustice of their masters , and no trade would he safe one month from the introduction of a similar document to the one the Holytown miners ef Scotland were now endeavouring to resist . It remained for the working classes to say whether the noble spirits of the miner should be crushed by the iron hand of oppression , and their wives and children driven to starvation , through those cruel exactions . But the working classes would not suffer it , The true and the brave would cxrrt themselves to the very utmost , iu order to procure support for their fellow men in Scotland . The Speaker was very warmly applauded throughout his address , and sat down amidst loud cheers . A
Committee was appointed to canvass the town of Leek , to obtain subscriptions for the miners , and we believe the trades of Leek will do their share in the work , Mr H . attended a meeting of the silk dyers of Macclesfield on Wednesday _evening when lie laid the case of the Holytown miners before them , the result of which was , tbat & committeo of twenty were appointed to canvass the whole town for subscriptionson behalf of the colliers . It was also resolved that 400 appeals be printed , to be placed in the shop-windows in every part oi * the town , that the affair might be laid fully before the public . Twenty et the weavers of Macclesfield will also be appointed to co-operate with the dyers in this good work . This is a noble example , and we feel coRfident that _theoperatives in every town , will promptly and speedily follow .
This is the timo for action . Let the apathy of every working man be thrown to the winds , and let a holy and energetic _striving oommence amongst the working classes , as to who shall be the moat prompt and liberal in rendering assistance to the bravo miners of Holytown .: In helping them we are indued helping ourselves . In securing their liberties we shall be enhancing our own independence . We say , then to eneand all , arm yourselves like men , let your wateh-word be , ' Supportfor Scotland ! Yonr motto , ' Courage and Perseverance ! ' and a triumph glorious and long to be remembered , will crown your noble and praiseworthy efforts .
Mr Humphries attended a public meeting of the . miners and locksmiths of Wellenhall , on Friday night , in the open air . Mr Lees was unanimously called to the chair , and after a few brief observationsintroduced Mr Richards , of Bilston , to address them , who said he was happy to meet them on tbe present occasion , one that was freighted with so many important matters for their consideration , and he was more particularly happy to meet thera under the auspices of the National Association , saying there were but two classes , the rich and the poor , one that does the work , the other that does none . Fellow-countrymen , you have often said , ' Why are we so poor ? ' I wonder vou are not poorer . We
find seven millions of adult people in England and Wales , and out of the whole only two-ihirds labour ; therefore those who do not work live on the produce of others . After a few other remarks the aged veteran resumed his seat . Mr Humphries commenced by saying he was happy to have the opportunity of meeting the men of Willenhall on the present occasion . He said , I hold in my hand a document from the Wolverhampton Trades' Society , which says , 'It is with feelings of satisfaction and pleasure that your delegates address you in this manner , after showing how faithfully they have discharged tlieir duty in the said society . ' It goes on . to bIiow that the men of Willenhall aud
Wolverhamnton work more hours than the slaves of South _Carolina , who only work ten hours a day , while the men in this district work from sixteen to eighteen and even twenty _hnurs per day . He showed the _superiority of the National Association over all otherslocal combination you havo had and what have been their effects ? You hare had your masters to guide you , who have sold you and bought you . . Your local union has increased your hours of labour and reduced the price ! The intent of the National Association is to lessen the hours oflabour , and maintain a fair day's wages for ft fair day ' s work . ¦ The employers
said the Association was managed by tinkers , tailors ,. < fec ., but let him tell the employers of Willenhall , " that an honest tinker was preferable to a drunken tyrannical master . After showing the general prineiples of union , Mr H . concluded by an encrgetio appeal on behalf of the miners of Holytown , saying * if they did not assist them , the miners-of SoBta Staffordshire would in all probability Boon be brought down to the same level . After a few other remarks , Mr U . _sayown loudly cheered . A vote of thanks was passed to the chairman , and _wie meeting dispersed .
