PANCE . be ministry has demanded a credit of 245 , 833 fr . for Marshal Jerome Bonaparte , from the Assembly- It is the amount of his half-pay for the grade of general of division , of which pay he as deprived from 1 st Jan ., 1816 , to the day on hicb . he was replaced in tbe army list in 1848 he half-pay is calculated on the basis of 7 . 500 fr . a year . This demand seems to be regarded as an ungrateful return to the tax-payers , who recalled Jerome from exile , and thus enabled him to receive a double salary , 70 . 000 fr . a year , as marshal of France and governor of the invalides . It U expected to raise considerable opposition in the Assembly .
Kve and twenty persons , accused of attempting to incite workmen to an entente on the -fih of May , were apprehended on Sunday by the police in varum * taverns , and confined iu the prefecture . The'Mouiteur' contains a note with reference to tbe order of the day of the army of Africa , by which Colonel d'Aurelie has been blamed by tbe governor for his attack on the village of Selloum on the " 10 th of April . By this note the publication of such an order of the day in the African and French journals is formally disapproved of by the Government , and severely condemned , inasmuch as it is contrary to discipline and military rule to offer to the appreciation of the army the
opinions of the generals in command . Thus the Governor General d'Hautpoul returns to France under the stigma of a disavowal by the Government . The Government and Conservative journals declare . that an incendiary proclamation from the central committee of resistance , calling on the Revolutionists to be ready , and to strike without mercy , is genuine and authentic , notwithstanding the assertion of Republican papers to the contrary . Mote than 2 , 000 copies of the proclamation have been seized in the faubourgs ; and seventeen pwsons connected with its propagation have been arrested . The same measures have been taken at Lyons , where tbe manifesto has been widely distributed .
Certain members of the extreme Left have issued a proclamation calling on their partisans not to stir , as an emeuie would favour designs which they mil resist in parliament , and , if needs be , ' will appeal to the people . The '" Messager' states positively that the Committee on the bill demanding a credit of 245 , ooof . for arrears of pay to Prince Jerome Bonaparte , has unanimously rejected it .
SWITZERLAND . "We learn from Basle that M . A . de Planta , the Federal Commissioner to the canton of Tesino , has given his resignation . Before leaving he addressed to the commander of the military cordon of the frontier several complaints respecting the violation of the Swiss territory by Austrian patrols . The Hungarian refugees are awaiting in ( he canton of Neucbatel the reply oi the French
government relative io their passage through France to America . The cost of their transport to America is to be placed at the charge of the canton of Tess : uo . -It appears that , in consequence of some steps isfcsn by the cltarge d ' affaires of Sardinia in Switzerland , tbe residence of emigrants who are provided with Sardinian passports is to be permitted . The rumour which has been in circulation of other Hungarian deserters having taken refuge in the Tessinofrom tbe Austrian regiments is confirmed . '
5 CHLESWIG HOLSTEIN . The Commissaries of the Bund in Holslein have had to refuse tbe prayer of a petition from tbe Frauenverein , or Female Union of Rendsburgh , a society of ladies who raised a subscription and purchased a gun-boat for the Germau fleet in the days when " a fleet was thought a possibility . The boat was attached to the flotilla of the Duchies , and , though intended for tbe whole nation , did service only to the particular S ' ate . As part of the armament of tbe insurgent Gorernaentit passed , on its dissolution , under the protection of the Austrian and Prussian Commissaries , who hold all the watlike stores of the Duchy , naval and military , in the name of the Confederation . The ladies are doubtful as
to the destiny of their boat . They represent that they bought it for all Germany , and that ' collective idea ' . not having any use for it , they have allowed it to do coasting duty , but now they are not even sure it may not become the property of a * foreign State / tbe last thing the ladies contemplated . 5 hey , therefore , demand it back , to sell it and distribute the proceeds among the invalids and ¦ wounded of the war , of whom unhappily there arc too many who want relief . The Commissaries have replied very politely , but still refuse the request . The gun-boat can only be disposed of definitively by the Confederation , and it must be retained by its present hands in trust for that body ; it is another question added to the thousands referred to Frankfort .
A difference has arisen between tbe Government Commissioners in Schleswig-Holsfein and the representatives of Denmark , ou the subject of the amnesty to the emigrants of the duchies . The Danish Government wishes to grant only a partial amnesty , while the Federal Commissioners call for a complete amnestv .
HAMBURG . It is reported that the Austrian and Prussian governments are aSiout to issue some kind of prohihmon of or remonstrance against the introduction of the new constitution of this ancient free city . The consul of the Argentine republic bas protested iu the name of the President General Rosas against the enlisting of soldiers for tbe Brazilian empire in a neutral city , and has declared that in case a war should ensue between the Brezils and Buenos Ayres Hamburg would be treated as a stale at war with the latter . AUSTRIA .
The Austrian government seeks everywhere for information about tbe emigrants , especially about the Poles , wham it fears as the most dangerous conspirators . Bat the information , received gives them an entirely different character . From Turkey they got the following tidings :--In Asia , three bours eastward from the Bosphoros , is the site of the Polish colony Adamkivi , founded on tbe suggestion and at the expense of Prince Czartoryski , to
grant a refuge to Polish exiles . The new settlers arrive here unprovided with any means , but they get here soil , took , and supplies , which they require for their first establishment . The colony mainly consists of Poles , and its administrative and all tbe local concerns are treated in Polish language ; they have a church and a school . Many refugees from Hungary have joined them lately , acd where some years ago all was covered by thorns and thistles , there wc see now corn fields and market gardens ,
The accounts from New York are of a similar nature , but the Austrian bureaucracy is unwilling to admit that it is their misgovernraent which fosters discontent and sows the seeds of revolutions , aud not tbe conspiracies of the refugees . Austria bas raised fresh difficulties about the liberation of Kossuth and his companions in exile , and insists upoa their continued detention . Sir Stratford Canning had had an important interview with the Sultan . The Russians seek to prolong their occupation of the Daaubiao provinces indefinitely , by raising claims with which the Porte is not in ' a state to comply .
BADEN . Eight members of the p--ov ! sionary government daring the insurrection of 1849 were condemned to death on the 23 rd ult . As none of the accused were present the sentences were pronounced iu contumaciam .
SAXONY . Tbe Synod of the German Catholic congregation , which held a meeting at Dresden on the 22 nd inst ., has been dissolved . A Regieruugs-rath appeared when it assembled , and declared that ' the government could not allow the sitting of sach a body as the German Catholic Synod declared itself to he . A private meeting vras then held , attended , however , by a pobce comm , ssary . The meeting protested against the prohibition , declaring that it tos a violation of tbe articles of the Royal St"l of 184 ? and gave notice that it would bring Zlxiont fore a court of law for decision . * *

much excitement , bas been sent back to tbe State from which be fled . The ' Tribune' ' states , that while the West India mail-steamer was waiting outside of the bar of Taropico , on the 6 th ult ., for specie amounting to nearly 800 . 000 dollars , a ' norther * sprang up , and she was compelled to leave the coast at once , without the money . From Havannah we have advices to the 8 th ult . Rumours , apparently based upon some foundation , relative to a renewed invasion oi Cuba , were rife . From Mexico we bave advices to the 22 nd of March . The government finances were in a bad condition . The American indemnity had been nearly all spent , and the deficiency on the 1 st of the month was 2 , 500 , 000 dollars .
Accounts from Hayti to the 1 st announce that the late Minister of Justice , and several persons of high standing , had been publicly shot by order of the Emperor . The news from Yucatan is tbe most important received by the arrival . It mentions that tbe whites in that territory were in a most precarious condition , so much so that General La Vega had baen despatched from Mexico to command against the Indians . The latter had the advantage in the recent conflicts with , the whites , and by the latest accounts , March 10 , contemplated a descent upon the city of Merida .
CANADA . We learn from the papers that another serious disturbance has taken place among the labourers on the Great Western Railroad . All tbe overseers were badly beaten and one nearly kilted . The military were expected to arrive for the preservation of peace . An association has been formed by the high church party to prevent the secularisation of the clergy revenues , but it fails to attract attention , and will probably produce no decided effect . The lectures of Mr . George Thompson , M . P ., and Frederick Douglas , at Toronto , were heard with general interest , and have awakened a spirit of inquiry oa tbe subject of anti-slavery , though the movement continues to be strongly condemned by a portion of the press , on the ground that non-interference is the true policy for tbe British provinces .
JAMAICA . We have dates from Jamaica to the 6 th ult . Tbe cholera is again prevailing in certain districts of the island . At St . Thomas in the East there were sixty cases , of which eighteen were fatal , during a portion of the month of March . At St . Lucia there had been several fatal cases . A return made by the secretary to the Board of Health of St . Andrew to the House of Assembly , shows tbat the deaths- by cholera in that parish , from the 18 th of October , 1850 , to tbe 21 st of January , 1851 , as far as ascertained , were : Males , 931 ; females , 967 ; total . 1 , 948 .
CUBA . We bave dates from Havannah to April 8 . The Consul of Venezuela had been discharged from his fa & ctioos , sad ordered to leave the island in eight days , in consequence of bis giving aid to General Lopez , with whom he is connected by marriage . The Captain General is said to be intent on plans for improvement , abolishing useless restrictions , and paying great attention to the discipline of the troops . The sickness which prevailed with great severity a short time since has entirely abated , and tbe island enjoys general health . Some excitement still prevails in Havannah from tbe rumour that another expedition against Cuba was fitting out in the United States , aud tbat the transport vessels were to rendezvous at Analachicola Bay . The force was to consist of 4 , 000 men , for whose reception thorough arrangements were made by the Captain General .
CHILI . Dates from Valparaiso to the 25 th of February , inform us tbat the population have begun in Chili to agitate the question of the Presidency , and it appears that the election will be obstinately contested on both sides . The principal candidates for the high office of the republic , are Manuel Montt , sustained by the ministry , and Don Ramon Errazuriz . by the opposition . General Jose Don Maria Cruz , an old soldier , of the independence , celebrated for bis character and his valour , had been also spontaneously designed as a candidate by the people . He has accepted the nomination , and has the greatest chance of being elected . A large number of gamblers and pickpockets are about to visit London during the fair . Your police will have need of all their vigilance .

A hook by the President of the National Assembly of 1848 , Herr von Unruh , 'Experiences of the Last Three ^ ears / was seized yesterday . The- ' Khikel Album / a picture book for . grown-up children , a reprint of Rustow s 'Military Slate , ' were bagged by the police in the general lallue which took place yesterday . The printer of Becker ' s Monarchy or Republic' is to be deprived of his license .
A letter from Milan of the 20 th inst ., published in the < Opinions' of Turin , states that a revolt occurred a few days before in the barracks of San Francisco , of the former place ; the Croats who were quartered there having refused to obey their officers . The day after the movement commenced sixty-five of the men were arrested . It is in contemplation , says the ' Debats , ' to send the band of the 9 th Dragoons to London during the Exhibition , as a specimen of the military music of France . M . Sax , who is the manufacturer of tbe greater number of the musical instruments used bv such bands , was the first to originate tbe idea , and has made an application to tbe Minister of "War on the subject , which has been warmly supported by M . C . Dupin , the President of the French committee .
Tbe . Barlm journals have been repeating a little anecdote which was first circulated in Vienna , and suggests . a laughable estimation of Austrian statesmen by the Viennese . An examination took place at one of the seminaries at the end of the scholastic term , when a pupil was asked , ' Who first invented powder ? ' ( in Germany equivalent to' Who set the Thames on fire ? ' ) The poor boy hesitating from ignorance , one of his neighbours whispered ill his eir the name'Scrovarz . Catching the sound but imperfectly , he answered , ' Schwarzenberg . ' 'No , no , my boy , ' replied the master , ' it was not Prince Schwarzenberg . '

The bridge of Sermaizs has borne all the required trials of strength with perfect safety , and in a few days the whole of this part of the railway will be ready for general circulation .

RENTS , PROFITS , AND GAINS . A question of some moment has been frequently referred to in Parliament , on the relative progress of land , trade , professions , and other subdivisions ! interests of the community . In the present and former sessions several classified returns have been obtained , tending to elucidate the subject , founded on the amount of assessment under the several schedules of the Income tax . From these returns the subjoined tabular statement has been drawn up . Amount of duty collected from each class under tbe income tax , for each year ending April 5 th , from the commencement of the tax in 1842 .

In this representation there is no evidence ol distressaaiong " owners ; " nor does it establish Mr . Disraeli ' s claim for them of special favour in " tbe remission or adjustment of taxation . " They have manifestly been a progressive class , more so than any other save one ; evidenced by the fact , tbat the income tax collected from owners in 1849 exceeded by nearly a quarter of a million the amount collected in 1843 . The one comfortable and thriving class evidently consists of the " officials . " While the " annuitants' ' fall off by one in sixteen , the officials more than make up for the deficiency ; while the owners augment in substance as thirteen to twelve , the officials swell at the rate of ten to eight . Here is the striking growth in " greatness and prosperity : " no wonder the head officials are so deeply impressed with the flourishing state ol the British universe .
Among " occupiers" there seems to have been a slight falling-off in the produce of the tax in 18 i 8 \ but in 1849 it recovered , and exceeded tbe amount collected in the two years preceding the repeal of the corn duties . As respects " traders and professionals , " tbe amount ef duly appears not to have been so steadily progressive as among owners ; which may be ascribed to the greater precariousness in the sources of revenue ; in 1848 the collection was highest , and iu the next ym fell nearly as low as in 1843 . But the disparity in the amouat of duty collected from those dependent on profits or gains is not so great as is sometimes held forth , aad the fixity " may bave resulted from the estimate formed by them of probable average incomes .

The screw-steamer Arabian , Captain Ewring , from the Mediterranean , with a cargo of silk , tobacco , fruit , yellow berries , boxwood , < fcc , put into Cork on Sunday morning in consequence of fire bavin" broken out in the second after compartment . Large bodies of smoke were discovered issuing from the hold early on Saturday morning , when every means were used to put the fire out by continuing to throw water all over the compartments . These efforts having proved ineffectual , Captain Ewring immediately steered for Cork , where he anchored at about sixa . m ., and , with the assistance of the crews of her Majesty ' s ships Iloguo and Apvx , the fire was got under . ; The cause of tho tire is supposed to have boon from some accident to the casing of the spindle . This vessel left Constantinople on tho 8 th , Smyrna the 12 th , Malta the 17 th , and Gibraltar on the 21 st ult ., and would have in all probability arrived in Liverpool on Sunday if tho accident had not occurred .
The Marquis op - Salisbury and the Middlesex Magistrates . —The Lord-Lieutenant of the county of Middlesex ( the Marquis of Salisbury ) gave a sumptuous entertainment on Saturday evening to the officers of tbo East and West'Middlesex Militia and the Justices in tbe Commission of the Peace for the county , at his residence in Arlington-street , The entertainment was on a grand scale , and passed off to the appreciation of all present . A circumstance arose that cast a gloom over the gathering . Mr . Ballantine , while seated , was suddenly seized with a fit , when medical aid was called in immediately , and , after a short delay , the respected magistrate , was conveyed to his residence in Cadoi'an place .

" A subscription has accordingly been entered into , and £ 230 has been already subscribed , chiefly in . Sheffield . — Sheffield Times . A Besgalek Penny Magazine is to be established in Calcutta , under the editorship of Baboo Itajendralal Mittra , the ablo librarian of tho Asiatic Society . It is to bo illustrated by . electrotypes executed in England , of woodcuts which have already appeared in tho Penny Magazine , the Saturday Magazine , and the Illustrated News .

It was dug out of an alluvial bank at Carson ' s Creek , on the Stanislaus river , in August , 1850 , by an Irishman named John Hughes , of Ardglass , near Downpn trick It is a water-worn specimen , and weighs 181 bs .
