WE fcondense from the speech of Sir l ^ iiOMAS Phillips , rit the opening meeting of the present session of the Society of Arts , held oh Wednesday evening , the following inforxnation Tyith regard to the above project . The International Exhibition of Works of Art andlndustry , to be holden in 1862 , has largely engaged the attention of tBe members of the Council , and occupied much of their time during and since the close of the last session . In order that the Council should succeed in obtaining
subscriptions to the guarantee fund , it was necessary to define the general conditions on which it should be contributed , and especially to name the trustees to whom the management of the undertaking should be entrusted . The Council recommended for the office of trustees , Earl Gbanville , K . G , Lord President of the Council ; the Marquis of Ciiaxdos ; Thomas Basi ^ o , Esq ., M . P . ; C . Wentw / obtii Bilke , Esq . ; and "Thomas Fairbair : n " , Esq . ; and the selection of these gentlemen has received the entire approval of the influential noblemen and gentlemen who have signified their willingness to join in the guarantee agreement . The provisions of the guarantee agreement received careful consideration from the Council , and it was resolved 'that no subscriber should be liable until £ 25 O > 000 at least was guaranteed ; that application for a site at South Kensington should be inade to the Commissioners for the Exhibition of 1851 ; that one ^ -third

An International Exhibition m 1862 would elicit even more valuable results than were achieved in 1851— -if managed with the ^ auie spirit arid intelligence as ' its great predecessor . The great expansion of ouv commerce ,--. as evidenced by the increase in our ' exports-and '' imports : ; the former from 71 millions in 1850 , to 130 millions in ] 859 , and 101 millions in the first nine months of 1860—^ the numerous inventions and improvements in our ¦ manufactures —the large increase in population and wealth- —the extension of the means of-locomotion by the : multiplication of railways at home and abroad , and the desire for / travel thus
engendered— -the iuore intimate knowledge of this" ' . country by foreigners—the spread of education- ^—the growth of liberal commercial principles—an increased knowledge of and love for Art , will each and nil contribute to swell the numbers who will seek admission to the Exhibition ; whilst the manifestation of the marvellous progress of the last ten years in the ' 'stap le ¦ . productions of this and other countries will afford the " most powerful stimulus to , ' future- improvement .
