T . ^ "t ^ .. ? . ^ 149 , 600 , 000 Total foreign ... 448 * , 000 According to these figures , which do not represent the precise truth , but very near it , the consumption of cotton in Europe , excluding England , is about 448 , 900 , 000 lbs ., while the consumption of England is not quite twice as much . Abroad , too * the consunoptioh is increasing very fast . Since 1844 our exports of cotton thither have increased more than threefold , viz ., from 421 , 650 cwts . to 1 , 335 , 790 cwts . in 1858 . The exports from tlie United States thither have also increased , but not in equal proportion . It is , however , plain from these figures that Great Britain , though still the largest consumer of cotton , is by no means the only consumer , aad that any increase of the raw material and any reduction in its price Will be equally to the advantage of all the cotton manufacturing countries of Europe and the world . It may be even concluded , as the proportion of fine to coarse fabrics produced is much greater in England than in other countries , that the increase in the supply of the raw material , and the reduction of its price , will be more to their advantage than ours . They use more cotton proportionately for their fabrics than we do for oum These two facts , that every increase in the supply of cotton will affect the general market , and will not be exclusively to our advantage , and that it may probably be more to the advantage of the foreign manufacturer than our own , should have some influence with those who are now earnestly recommending the policy of encouraging the production of cotton in our Indian territories *— Daily News .

The Gibraltar Cable . —The Board of Trade will receive tenders on the 8 th October for the manufacture of the outer covering , as well as the laying , of the proposed submarine telegraphic cable from Fftlmouth to Gibraltar . Russian Trade with China . — 'This trade is now About to undergo a great change , according to Sir John Bowring . It has flourished as far as any trade can flourish under the baneful influence of monopoly . Whether from commercial , political , or other motives ho did not know , but in view , of the groat prospective change alluded to , it is perhaps not undesirable that the British merchant should anticipate the state of things which is coming on in
consequence of the late treaties which Russia haa made with China . It should be made known that Russia , formerly having a monopoly of the inland trade with China , was not permitted to carry on commerce with what wore called the flvo treaty ports opened to British trade by Sir II . Pottingcr . Their trade was confined to a single looality in the north-western part of China , and the whole of their trade was in the hands of certain monopolists , who enjoyed special privileges from the Russian Governmentenormously to tho prejudice of the Chinese people . Ho ( Sir John ) had found that Russian manufactures had made their way peculiarly In Ghina-r-thero were many towns in which ho did not find any English "woollene , in which ho found there was a considerable swQ ^ for the woollens of Muscovy , There were
English houses disposed to deliver the tea in Russia at 7 s . or 8 s . a pound- The Russians , however , with admirable sagacity , are using the elements which have been presented to them in China with a . foresight and anticipation of future benefits of which by and by there would be . seen the development . Representing only the interests of peace , they have obtained vast possessions in Chinese Tartary , and the time is at hand in which they will have to anticipate the new position of Russia . Russia is at present excluded . from the Atlantic and the Pacific by the Dardanelles and the Bosphorus . It is impossible that Russia can make her way there unless on amicable terms with Prussia and the maritime Powers .

The Earl of Caithness delivered a lecture on Thursday evening ; in the Hall of the Free Church College , Aberdeen , the proceeds being devoted for the benefit of the Industrial schools . Lord John Russell is not well enough yet for the exertion of visiting Aberdeen . We believe Lord John Russell , who will be the guest of Mr . Thompson , ex-M . P ., on the occasion , will probably be at Aberdeen about the 27 th inst ., to receive the freedo m of the city . Tie Tuscan Government lias by a decree of the 15 th , raised Major-General Garibaldi to the rank of Lieutenant-General .

dislocated his shoulder in a fail . The stakes were J 04 OO against £ 200 , the greater amount being of course on Sayers , who pockets the £ 200 . Interesting observations on the eleotrical properties of the aurora have been made by the telegraphic operators throughout America , Both at Boston ( Mass . ) and atRiohmond ( "Va . ) messages were sent over the lines by the agency of electricity in tho atmosphere , the batteries being entirely disconnected .
The Madras Spectator understand ^ Salor Jung , thc * Minister at Hyderabad , has requested from the British Government an account of their stewardship of the Ceded Districts during the past five years . Tho account for 1858-59 in West Borar is most favourable , exhibiting a balance of revenue of Rs . 11 , 33 , 554 , after the payment of charges to tho extent of Rs . 331 , 003 . The receipts at the Grand Stand during the Doncaetcr meeting amount to about 8 , 2 , 00 / . ' , or 300 / . loss than last year , notwithstanding , in tho opinion of many , the attendance was quite equal to former
years . On passing Tarifa ( a small village on the coast of Spain , and near to Gibraltar ) the Spaniards fired at the English schooner Jenny Lind , of Hull , doing considerable damage , though fortunately no lives wore lost . Tho shot struck tho starboard gangway rail , and went through both boats , and also completely carried away the port rail . The cauue of this extraordinary conduct fs as yet unknown .
An -effort is making in certain quarters to institute musical entertainments in the New York Central Pa ^ k on Sundays . Some three months since , the heaviest overland mail that was ever dispatched to the East consisted of 186 boxes . This number , however , was much exceeded on Monday night , for no less than 204 boxes were shipped on board the mail packet at Dover , and were conveyed to Calais , en route to India , China , the Mauritius , and Australia . The re-examination of George Hackett , late steward to the Earl of Stamford and Warrington , on a charge of conspiring with James Parrish , jun ., of Enville , to defraud the noble Earl , his master , of no less a sum total than about £ 1 , 400 , took place yesterday at Stourbridge ; After hearing some further evidence , the magistrate decided on committing Hackett for trial at the next Staffordshire
. A fire broke out this week in the premises of Mr . Solomon , walking stick manufacturer , Hbxtonsquare , and the flames speedily extended to the premises of Mr . J . B . Butterworth , artificial flower maker , No . 49 , in the same square . The engines speedily arrived , but the firemen were unable to get the flames conquered until the workshops and all they contained were destroyed . The Swiss Eederal Council has come to a decision to have the troops assembled at Aarberg officially inspected by two of its members . M . Staemfli , President of the Confederation , and M . Pornerod have been fixed on for this mission , which is one of rare occurrence in Switzerland .
Arbival of Me . Grantley Bbrkeuet itj New York . — Among the fashionable arrivals at the Clarendon-hotel in this city we are pleased to record that of the Hon . Grantley Berkeley , the celebrated English hunter and sportsman . This gentleman has visited the United States for two purposes , which may yet be called one , seeing how intimately they are connected . His first design is to proceed to the West to hunt the elk , the antelope , the buffalo , and the other animals which hold undisputed possession of our extensive prairies and forests . iFor this purpose he has brought his hounds , and he intends to enter with spirit into the sport , so that he might find abundant material for his " adventures / ' which he proposes to send to the Field s the sporting paper
of the English metropolis . His next intention is to visit allthe western farms and plantations , and to witness the operations carried on upon them in regard to the care and rearing of stock . There can be no doubt the honourable gentleman will meet with a warm and generous reception from the truehearted and sturdy sons of the West , who will gain a great deal of information from him concerning English sports , in all the branches of which he is so proficient ; while on his part he will not fail to gather some useful practical lessons from the hardy American sportsmen of that beautiful country . Let the western sportsmen brighten their rifles and keep their powder dry , for the hunt will soon begin . — New York Herald .
