, ^ w London , Friday Evening , December 19 , 1856 . Most unexpectedly the Bank Directors have thought fit to lower the rate of discount this week to 0 per cent . Their proceedings are inexplicable , for if it were ever necessary to raise the rate to 7 per cent-, all the reasons that mado such a step imperative remain in force now . The Bank of Holland has on tho contrary raised its rate , nnd those cautious LJollanders generally understand when to shorten &nil . The immediate effect on tlio funds was to send them up to 94 , previously they had been drooping , tho Persian , war , and the French autocratic manifesto to Switzerland on tho Neufcbatel prisoners , being the depressing causes . Foreign stocks are very quiet . Turkish Six per Cent , about 954 , anil tho guaranteed Four per Cent . 1021 , 103 . Tho Foreign railway market is languid—a depression in Jjuxembourgs , Lomuardo-Venetians , and Ceylons . East Indian Bhares of every description maintain their prices , ( a neat Western of Canada and Grand Trunks are ratlier in demand . The new Bonds of the latter railway , of which there will be two millions issued , arc at a slight premium . American Stocks and States securities are bettor supported this week . Tho land sales on the Illinois Central Railway have bcon so favourable that tho stock has advanced coubidurably . Canada Land fell some 152 . per share , but has . again recovered since the meeting of tho Company took place . In tho homo railway market thoro bas been no great amount of business . London and SoutlWWcsterns are a shudo flatter , the trafllo returns being on tho decrease . Westerns are also on tho wane . The best supported market is in South Eastern and Caledonian . Iu Foreign mines there is no business ; a good amount of business in Cornish ami Welsh mines . All those in tho Bassott and Tavistock duttricts that show promise , uro in demand , while Linkeard has Wheal Trelawny , When ! Diary Anno . Caradon , Whoal Wroy , and Treweatha increasing in price . A new adventure , brought out with influential namos , for working certain coal mines in Hel ^ ium , has attracted considerable attention .
